				<content:encoded><![CDATA[<h1>Palm Springs City Council to Hold Oct. 3 Meeting Focused Exclusively on Downtown Revitalization Plan Public Invited to Attend!</h1>
<p>The City of Palm Springs is undergoing a historic transformation – and the Palm Springs City Council invites the entire community to attend its next regularly scheduled meeting to learn more about the much anticipated Downtown Revitalization Plan.</p>
<p>The 6 p.m. meeting is slated for Wednesday, Oct. 3 and will be held at the Palm Springs Convention Center, 277 N. Avenida Caballeros. The meeting will feature a preview of the proposed project presented by the architectural firm before it is formally submitted to the City’s Planning Department at the end of October. Council comments and public comments will follow.</p>
<p>The meeting is open to the public and will be broadcast the following day at 8 p.m. on Palm Springs Community Television Channel 17 and on Time/Warner Cable 121. Residents will also have the opportunity to view the meeting online at www.palmspringsca.gov. Just click on Government and then Palm Springs Community Television.</p>
<p>“Thanks to the passage of Measure J, the City of Palm Springs is undergoing a historic transformation &#8212; and the Downtown Revitalization Plan is a key component to the future of our city,” according to Mayor Steve Pougnet.</p>
<p>“I encourage Palm Springs residents and all citizens of the Coachella Valley to join the City Council at the Convention Center on Oct. 3 and learn more about this important project because the best is yet to come!”</p>

<p>The Measure J Oversight Commission appointed a chair and vice chair to lead the Commission.</p>
<p>Commissioners Robert Moon and Kevin Towner are slated to serve as chairman and vice chair, respectively, through their terms ending June 30, 2013.</p>
<p>The appointments were made by the 11-person commission June 21.</p>

<p>Measure J, the City of Palm Springs would like to announce that the first meeting of the recently appointed Measure J Oversight Commission will convene on Monday, June 11.</p>
<p>The meeting will be held at 5 p.m. in the Large Conference Room at City Hall, 3200 E. Tahquitz Canyon Way and will be broadcast beginning the following day at 9 a.m. and again at 5 p.m. on Saturday, June 16 on Palm Springs Community Television Channel 17 and on Time/Warner Cable 121.</p>
<p>Residents will also be able to view the meeting beginning the following day online at <a href="www.palmspringsca.gov " target="_blank">www.palmspringsca.gov </a>by clicking on Government and then Palm Springs Community Television.</p>

				<content:encoded><![CDATA[<h1>Palm Springs Financing Authority Sells $44.9 Million of Bonds in Less than Five Hours</h1>
<p>The Palm Springs Financing Authority today successfully sold $44.9 million of lease revenue bonds to the public.</p>
<p>The bonds are being issued to finance public improvements associated with the first phase of the Downtown Revitalization Plan. The City was able to secure historically low interest rates averaging 4.16 percent based on a strong interest rate market and demand for investors.</p>
<p>“The low interest rates the City locked were significantly lower than the 4.50 percent interest rates we expected in early April. The lower interest rates will save over $115,000 per year in lower interest payments for the next 23 years,” said Suzanne Harrell, the City’s Finance Advisor. “In total, the City will save over $2.5 million over the life of the bonds.”</p>
<p>Over the past month there has been a tremendous amount of interest in the City’s bond sale from investors around the country.</p>
<p>De La Rosa &amp; Company took orders for the bonds this morning and the City sold 100 percent of the bonds in less than five hours.</p>

City of Palm Springs Financing Authority Lease Revenue Bonds for Sale Beginning June 6</h1>
<p>Beginning Wednesday, June 6, the City of Palm Springs Financing Authority will offer for sale to the public $46 million of lease revenue bonds. The bonds are being issued to finance land acquisition and public improvements associated with the first phase of the Downtown Revitalization Plan.</p>
<p>The plan will enhance the quality of life in Palm Springs by constructing a new pedestrian-friendly urban village complete with retail, entertainment and public spaces.</p>
<p>The City of Palm Springs Financing Authority Lease Revenue Bonds:</p>
<ul>
<li>Minimum Investment: $5,000</li>
<li>Expected amount $46 million</li>
<li>Expected maturities: 6/1/2013 through 6/1/2035</li>
<li>Expected sale date: June 6, 2012</li>
<li>Interest exempt from Federal and California income taxes</li>
</ul>
<p>The City has defined a “retail order period” for this issue and will allow retail and local investors to receive priority status in purchasing bonds.</p>

<p>Due to a spectacular group of uniquely qualified Palm Springs residents who recently interviewed to serve on the Measure J Oversight Commission, the Palm Springs City Council has directed the City Clerk to prepare an ordinance increasing the number of commission members from seven to nine. In addition, two non-voting alternates will be appointed.</p>
<p>“We had so many well-qualified candidates, it was difficult to narrow the field to seven,” said Mayor Steve Pougnet, who noted that the addition of two commission members would benefit the entire community and provide additional expertise when it comes to considering community-based proposals.</p>
<p>“The City Council and I are very excited about the impressive field of candidates for this important commission and we hope to announce the new members very soon,” said Pougnet. “This is a historic time to live and work in the City of Palm Springs and I want to thank each and every citizen who applied for the Oversight Commission for their time and investment.”</p>
